The ACTIVATE Project
The Accelerating Change Through InnoVation in Agricultural TVET (ACTIVATE) project is a 5-year collaborative initiative that will contribute to a stronger, gender-responsive, socially inclusive and market-driven Agriculture Technical, Vocational Education and Training (ATVET) System that facilitates sustainable employment pathways, well-being and resilience of young women and men in Ghana. The ACTIVATE Project encourages innovation with a focus on agriculture TVET, agri-business skills development and transition to employment & economic opportunities for young people.
 
The project will reduce gender specific barriers, elevate the voice and aspirations of youth and integrate a strong inclusivity lens, with respect to gender and disability while building collaboration and linkages among key stakeholders such as public and private actors, academia, and agriculture value chain actors to create decent work for young people.
 
ACTIVATE will respond to key challenges facing the agriculture and adjacent sectors including insufficient management capacity of ATVET sector facilitation bodies, non-alignment of new TVET policies and reforms across sector ministries, low quality of ATVET instruction, curriculum and equipment, lack of ATVET engagement with industry, poor business skills among others.
 
NATURE AND SCOPE
The Institutional Capacity Building Specialist will oversee technical assistance provided by the ACTIVATE project to increase the technical, leadership, management, and adaptive capacity of Ghanaian organizations, particularly government institutions and agencies involved in agricultural training, as well as civil society organizations. The advisor will be responsible for coordinating and managing the delivery of Agripreneurship Support Program (ASP) outputs by external consulting firms, partners, and ATVET institutions while ensuring the sustainability of Agripreneurship Support Centers beyond the project.
 
The Specialist will also support government TVET/ATVET regulatory bodies, including the Ministry of Education (MOE), Ministry of Food and Agriculture (MOFA), the Commission for Technical and Vocational Education and Training (CTVET), Ghana TVET Service (GTVET), and others, by providing technical support on change management and reform processes. Additionally, the Specialist will provide technical assistance to private sector members of the skills council, supporting them in understanding the role of ATVET and the Ghana TVET system. Further, the advisor will facilitate the adoption of the Recognition of Prior Learning (RPL) guide specifically tailored for agriculture and ATVET.
 
Improved Regulation, Delivery of ATVET
  • Provide technical support to government TVET/ATVET regulatory bodies (e.g., MOE, MOFA, CTVET, Ghana TVET Service, GTEC) on change management processes and reforms, ensuring they have the capacity to support industry-driven reforms.
  • Identify, prioritize, and analyze capacity gaps of TVET/ATVET regulators and coordination bodies, and support the development of skills needed to address these gaps, ensuring long-term reform success.
  • Support ATVET regulatory bodies and coordination bodies to develop sustainable processes for market-driven, gender-sensitive training programs.
  • Provide targeted technical assistance to private sector members of the skills council to enhance understanding of ATVET's role in supporting the agricultural sector and improving youth employment outcomes.
  • Facilitate the adoption of the Recognition of Prior Learning (RPL) guide for agriculture/TVET, collaborating with stakeholders to ensure integration into broader educational and skills development frameworks.
Improved Organizational Capacity of Project Delivery Partners
  • Design and deliver capacity strengthening programs for core implementing partners, ensuring market-driven, gender-sensitive training programs with strong employer engagement.
  • Oversee the coordination and management of the Agripreneurship Support Program (ASP), ensuring timely and effective delivery of program outputs.
  • In collaboration with the private sector engagement specialist, lead resource mobilization efforts to ensure the long-term sustainability of the program and Agripreneurship Support Centers (ASCs).
  • Identify, prioritize, and analyze capacity gaps of TVET/ATVET regulators and support them in building the skills needed to address these gaps, ensuring the long-term success of reform initiatives
  • Manage relationships with key stakeholders, including ATVET institutions, the Ghana Enterprise Agency (GEA), the Ministry of Trade, Industries and Agribusiness (MoTIA), the Ministry of Food and Agriculture (MoFA), and the Ministry of Education (MoE), among others.
Program Planning and Knowledge Management 
  • Coordinate and facilitate key project meetings, including National Advisory Committee meetings, Technical Working Group committee meetings, Collaborative Partners’ Technical Team working sessions, and roundtable discussions with key ministries, agencies, and other project partners to ensure strong communication and alignment across stakeholders.
  • Prepare regular progress reports for internal stakeholders and donors, providing updates on the status of the agripreneurship program and addressing any emerging issues.
  • Coordinate the sharing of best practices and lessons learned among ATVET institutions, external consultants, and other stakeholders involved in the program.
  • Provide timely inputs to program and donor reports related to this component in compliance with internal WUSC requirements and any relevant external donor requirements in close collaboration with the Project Director.   
  • Prepare periodic work plans, reports and other documentations for key stakeholders and donors regarding the status of the project in close collaboration between WUSC and project partners.   
  • Manage the budget and expenditure related to the components activities related to the work plan, in coordination with the Project Director. 
  • Undertake any other tasks as assigned by the Project Director or his/her representative.    

Required Skills or Experience

Education
  • Minimum 10 years of relevant progressive technical experience in the design and delivery of agribusiness, agricultural development capacity building services to public and/or private sector training institutions in Ghana
  • Must have working experience on matters of education, agriculture or TVET reforms and supporting similar assignments in the public sector or large non-governmental or International Cooperation Agencies. 
  • Experience working with INGOS and various implementation partners, governmental and civil society.   
  • Computing skills in office applications, including Word, Excel.  
  • Ability to perform diverse and complex work.  
  • Ability to work in a participatory manner within an international team. 
  • Experience in various types of reporting  
  • Ability to think systematically and strategically while setting goals and planning priorities
  • Demonstrate commitment to gender equality and belief in women empowerment and youth development
