Job Description
To be responsible for the effective management of GI-WASH M&E. S/he will assist the GI-WASH Project Manager/Associate Director in the project design and tracking the project implementation for the achievement of set targets. S/he will provide leadership for the development of WASH M&E systems as a critical component of project management. The WASH PM&E Coordinator is expected to play a proactive role in the design, planning, implementation and management of a multi facet M&E system for the GIWASH Technical Program. The PM&E Coordinator will coordinate the planning, monitoring and evaluation functions of multiple WASH projects as well as providing support to the mainstream WVG WASH programme and the National Office M&E system.
Major Responsibilities
Planning – 20%
- Provide technical leadership to develop the WASH program framework, plans and indicators to capture project performance results
- Provide support for the development and review of the WASH business plan and WASH Country Profile
- Provide PME leadership for the planning and design of any WASH intervention or projects
- Provide leadership in the development and review of performance indicators for WASH projects
- Provide technical support in the targeting of WASH interventions and yearly review of targets
- Lead in the design and review of WASH logframes, ITTs, DIPs etc.
- Support the planning, implementation and management of WASH priority interventions such as UWASH District Plans Development and mWater data collection and management across all WASH implementing APs as part of the “Finish the Job Agenda etc.
- Support National Office strategy development and planning processes
Monitoring & Evaluation- 25%
- Ensure WASH M&E framework is aligned with WV and Global WASH frameworks
- Ensure the integration and alignment of water WASH M&E, with the NO M&E framework
- Responsible for the design and review of WASH M&E tools
- Assist in the development, adoption and usage of innovative M&E tools and equipment
- Track project implementation providing sound monitoring and feedback for project improvement
- Be the focal person for WASH project evaluations; designing survey tools, train enumerators, supervise data collection, analyse and compile findings
- Undertake assessments, researches and conduct analysis for the improvement of the quality of the WASH program.
- Provide leadership and support for measurement of WASH programme performance
- Continuously assess methodologies and instruments for the collection, documentation and analysis of data and the reporting of outcomes and recommended changes
- Ensure programme quality of WASH technical programme and institutional linkages to NO strategy
Data Analysis, Reporting, Learning and Sharing – 20%
- Prepare tables, graphs and written reports summarizing project M&E data
- Collect, document, edit, analyze and present all relevant project data for reports
- Lead in the preparation of project-related reports (monthly & quarterly), presentations, stories, publications and other technical reports in all type of media
- Responsible for the preparation of thematic maps of WASH activities using GIS software
- In charge of the tracking and reporting of all WV Ghana WASH interventions
- Support Technical Managers and GAM unit in reviewing donor reports to ensure the submission of high-quality reports that clearly articulate results
- Compiling data and reports from all WASH Areas Programmes and WASH projects being implemented by the Ghana Office
- Keep track and records of the updated data and achievements of the entire WASH programme and supports the WASH TPM to submit high quality reports to the National Office, the Region and WVUS
- Work with relevant teams to submit abstracts for presentation at learning events and conferences
Database Management- 15%
- Lead in the development of improved systems (MIS), processes and tools for assessing WASH programme quality
- Provide feedback to WASH project teams on the quality and completeness of data provided on data management platforms
- Collaborate and work with the GIS Officer, the technical team and the WASH Software teams to ensure that all data bases are timely updated (WV online GIS and Horizon Field monitoring systems, Excel based WASH Data base, Hydro data base, Geophysics data base and Water quality data base)
- Analyze field level data in mWater to generate key information including dashboard and special data.
- Compile, manipulate, and refine data from a variety of sources including public domain, field observation, and existing data bases
- Perform regular quality control checks of databases to ensure data integrity
- Support the verification of the accuracy and validity of data entered in databases and ensure that errors are corrected
Technical Support and Capacity building – 10%
- Build the capacity of relevant WASH teams in data collection, data input in the database systems, ensuring high quality of data
- Train and support WASH staff in the field in areas of data collection using mWater, including the mapping of sites and the completion of survey responses.
- Provide support to NO and other WV entities for any WASH M&E needs like the CQI project.
- Provide support to WV partners, communities and Government institutions for the development and implementation of WASH M&E initiatives
- Provide hands-on technical assistance and coaching to the organization’s staff and partners to ensure WASH M&E approaches are in-line with partnership standards of performance.
Proposal and Concept generation – 10%
- Support the development of concept papers and programme proposals by guiding the design of logic models, performance management framework and M&E plans
- Provide accurate data for proposal writing
- Actively participation in proposal writing with the RAM team
Required Skills or Experience
Minimum education, training and experience requirements to qualify for the position:
- Degree in Development Planning, Development Studies, Monitoring and Evaluation, Social Sciences, Statistics, Economics or any relevant field. Master’s is desirable.
- Technical Training qualifications required: Knowledge in Maps & Graphs designs and presentations
- Professional technical skill desired (certification): Additional certification in M&E is a plus
- Experience: minimum 4 years of experience in in a lead or supporting role on programme/project project PM&E, project management, data visualization and management including knowledge of GIS, mWater and considerable knowledge of computerized information system.
- Experience in the following areas would be a strong advantage: National WASH M&E framework (DiMES), Global WASH M&E initiatives, statistics, data capture and analysis.
- Fluent English Language a requirement
Preferred Skills, Knowledge and Experience:
- Thorough knowledge of World Vision’s LEAP tools and ability to train others
- Good facilitation skills
- Strong analytical and report writing skills.
- Strong knowledge of Mwater and GIS Softwares
- Strong communication skills (oral and written).
- Thorough knowledge of MS Office suite and other statistical packages such as SPSS an advantage.
- Adequate skills in planning and conducting research
- Ability to work in and contribute to team building environment.
- Ability to exhibit strong culture of responsiveness, innovation and initiative
