Job Description

Terms of Reference (TOR)

Construction of 2 No. Pastoral boreholes with four (4) watering troughs each with solar pumping system in the Wiesi Community (Builsa South District) and Kom Community (Builsa North Municipal) in the Upper East Region of Ghana.

Background
The implementing consortium, composed of the Netherlands Development Organization (SNV) as lead partner, the Réseau Billital Maroobé (RBM), the Association for the Promotion of Livestock in the Sahel and Savannah (APESS), the Network of Farmers' Organizations and Agricultural Producers of West Africa (ROPPA), Hub Rural and CARE Denmark, co-created and is implementing the programme "Peaceful Cross-Border Pastoral Mobility and Social Stability in the Sahel" (MOPSS). Its funding is provided by the Swedish International Development Cooperation Agency (Sida), the Swiss Agency for Development and Cooperation (SDC) and the Danish International Development Agency (Danida).
 
The impact targeted by MOPSS-2 is to "Contribute to peaceful cross-border transhumance by improving the perception of pastoral mobility by host communities, by supporting new regulation and security mechanisms by States, by structuring the inclusion of pastoral and agro-pastoral households in sustainable value chains and by strengthening the influence of RPOs in spaces for political dialogue from local to global levels in selected communities in the Builsa North Municipal, Builsa South and Kassena-Nankana West Districts.  
 
Objective of the Assignment
The main objective of the assignment is to construct 2No. pastoral boreholes with four (4) watering troughs each with solar pumping system in the Wiesi Community (Builsa South District) and Kom Community (Builsa North Municipal) in the Upper East Region of Ghana.
 
Scope of Works
The project involves constructing pastoral boreholes and related infrastructure as part of the MOPSS program, with the following key tasks:
1. Borehole Construction and Development:
  • Site setup and geophysical surveys.
  • Drilling and borehole development with high-flow rates (≥5 m³/h).
  • Pumping tests and water analysis (physicochemical, bacteriological, arsenic, and fluorine).
2. Electromechanical Equipment Installation:
  • Solar-powered submersible pump system with a 1750 W photovoltaic station, electrical components, and safety measures.
  • PVC risers, pressure controls, and hydromechanical equipment for water extraction.
3. Water Tower and Network Construction:
  • A 5 m³ metal water tower (5 m high), equipped with supply pipes and safety mechanisms.
  • Laying of a PVC pipe network for water distribution, including accessories and valves.
4. Associated Infrastructure:
  • Construction of watering troughs, a caretaker's room, and local access roads.
  • System disinfection and flushing.
5. Local Workforce and Resources:
  • Preference given to local labor, including women and youth, for trades like excavation, construction, and material supply.
Access Roads:
  • Temporary roads will be constructed for site access and removed post-completion if directed.
  • Implementation Methodology:
  • Geophysical and geoelectric surveys will identify optimal drilling locations, focusing on areas near livestock vaccination parks or animal transit zones.
  • The Schlumberger device will be used for detailed profiling, with parameters adapted based on geological conditions.
Note:
Drilling sites will be selected in collaboration with local technical livestock services to ensure alignment with animal husbandry activities.

Deliverables
  • Records of all materials and equipment procured for the construction, including specifications, quantities, and sources of procurement.
  • Start-up report
  • Reports on the testing and commissioning of each pastoral borehole demonstrating that the solar pumping systems are functioning, leak-proof, and capable of producing enough volume of water.
  • Final report on the construction and handing over of the pastoral boreholes.

The name of the bidding LOT:

  • SINGLE LOT – Construction of 2 pastoral boreholes with solar pumping systems for two (2) communities (Wiesi) in the Builsa South District and (Kom) in the Builsa North Municipal of the Upper East Region of Ghana.

IMPLEMENTING PARTNERS 
Under the responsibility of MOPSS, the construction activities will be implemented with and in coordination with the following actors: 
  • Construction companies.
  • The consultant.
  • The three RPOs APESS, RBM and ROPPA. 
  • Affected districts assemblies.
  • Decentralized technical services for livestock and agriculture. 
Timing/Duration of Assignment 
The construction works required in the two districts over an estimated period of three (3) months. The first stage of the assignment will focus on the procurement of construction materials for pastoral boreholes whiles the other phase will focus on construction works (drilling and installations of solar pumping systems), testing and post initial construction monitoring of services. 

Reporting Line
The contractor will report to the MOPPS Advisor and will be supervised by the consultant.

Required Skills or Experience

Qualifications and Experience 
Interested parties must be companies with the needed expertise in general construction.  The following qualifications are required (Hydraulic Engineering, Civil/General Construction Technology, Geological Engineering etc.). 
  • A BSc. or higher-level certificate. 
  • A minimum of 5 years’ experience in undertaking construction of pastoral boreholes. 
  • Knowledge of solar pumping systems installation and pastoral water point management.
  • Experience working in rural and agropastoral communities, particularly in the districts of Builsa South and Builsa North would be an advantage. Familiarity with the local context, including cultural and environmental factors, is important.
  • The team should include geologist or hydrologist and skilled borehole drilling and solar pumping system technicians.
  • Ability to communicate in any of the local languages from the Northern and Upper East Regions will be an added advantage.
