Job Description

TERMS OF REFERENCE

Drilling, Construction and Installation of Handpumps on of 23No. Boreholes in communities in the Nandom, Lawra and Lambussie Districts in the Upper West Region

Background

The Terms of Reference (TOR) sets out the scope of works for interested construction company or Civil Engineering Contractors to participate in the project. The rationale behind this TOR is to provide a basic framework to guide interested tenderers in their submissions to undertake the works described herein.
 
Objective
The main objective of the assignment is;
Drilling, construction and installation of handpumps in communities in the Nandom and Lawra Municipalities and Lambussie District in the Upper West Region.
 
Scope of Works
The scope of works to be undertaken by the contractor shall include the following;
  • Drilling and construction of borehole
  • Pump testing and water quality testing.
  • Construction of concrete platform
  • Installation of handpumps on successful boreholes
NB: Details of the works is spelt out in the bill of quantities (BOQ).

Timing/Duration of Assignment
The contract is expected to be within a period of ten (10) weeks after contract signing (April-June).

Reporting Line
The contractor will report to the Project Manager of HF4A through the consultant on the project or SNV Representative.

Required Skills or Experience

  1. Valid drilling Licence 
  2. Valid Ministry of Works and Housing Certificate of Financial Class D3, K3 or above
  3. Valid Certificate of Incorporation
  4. Valid Certificate to Commence Business
  5. Valid Labour Certificate
  6. Valid Tax Clearance Certificate
  7. Valid SSNIT Clearance Certificate
  8. Letter of Bid
  9. Equipment holding with proof of ownership (as detailed in bid requirements above)
  10. Methodology (describing approach to deploy all materials and labour / method statement / material schedule)
  11. Completed, signed and stamped bill of quantities (BoQ)
  12. Detailed Program of works with specific start and completion dates.
Similar Construction Experience
Participation as contractor, management contractor or subcontractor, in at least two contracts of similar nature and evidence of works (award letters or completion certificates) should be submitted for verification.
